Several lawmakers don’t want the Federal Reserve issuing digital currency

The CBDC Anti-Surveillance State Act was passed by the House Financial Services Committee (HFSC) on Wednesday, preparing it for an upcoming vote on the House floor.

The legislation authored by Congressman Tom Emmer seeks to ban the Federal Reserve from issuing individuals a Central Bank Digital Currency (CBDC). Emmer previously referred to CBDCs as “financial surveillance tools.” Several Presidential candidates have opposed CBDCs for the same reasons, including Florida Governor Ron DeSantis and Robert F. Kennedy Jr.

“This is not just alarming​​—it’s downright un-American,” Emmer said in a prepared statement on Wednesday. He also highlighted other examples of “governments weaponizing their financial system against their citizens,” such as China using CBDCs to track citizens’ purchases and Canadian Prime Minister Justin Trudeau freezing protestors’ bank accounts in 2022.

Support for the bill was split between party lines. While 60 Republicans approved, not a single Democrat on the Committee voted in favor of the bill, with 20 voting against it.

Representative Brad Sherman called its supporters “hypocritical” for encouraging privately controlled cryptos over those issued by a central bank. “I’d be willing to support this bill if it also ended crypto,” he said in a speech opposing it.

Rep. Maxine Waters also denounced Republicans for taking a “deeply anti-innovation” position on technology that rivals like China embrace. Not implementing a CBDC could mean “the dollar loses its status as the world’s reserve currency. US citizens lose out on faster, cheaper, and simpler payments,” she argued.

Patrick McHenry, chairman of the House Financial Services Committee, formerly accused Waters and Democrats of being influenced by the White House when they blocked previous stablecoin legislation.

How many hands can you play in live blackjack?

You can play as many hands as you want at most live blackjack tables. Wherever there is a vacant seat at the table, you can normally use it to play multiple hands in different seats – providing you have the bankroll for it. Unlike other card games such as Texas Hold’em Poker, where it’s not possible to take up multiple seats at a table, you can do so in blackjack because you are not playing against the other players at the table, only the dealer’s hand.

What does bet behind mean?

At some live casino blackjack tables, you may have the option to ‘bet behind’ another active player at the table. This means that you will be betting on your chosen player’s hand to beat the dealer’s hand. Although you will have no say or control over how the hand turns out, you obviously have a choice as to which player you choose to bet behind.

Each active player at the table will have icons displayed next to their name, displaying how well they are playing. Those on a ‘hot’ or winning streak will usually have a gold medal or star next to their name.

How does the dealer play their hand?

You should now know how to play your blackjack hand at the tables, but do you know how the dealer plays their own hand? Put simply, if the dealer’s first two cards add up to 16 or less, they must hit and take an additional card. If their first two cards value is between 18 and 21, they must stand and take no further cards.

If the dealer has a ‘hard’ 17, they must stand. A hard 17 is a hand that does not contain an ace or has one or more aces with the value at one. If the dealer has a ‘soft’ 17, they must hit and take an additional card. A soft 17 is a hand that does contain an ace with the value being at 11.

The dealer’s hand automatically wins the round if your hand busts, or if the option is available to surrender your hand and half of your original stake. Their hand also wins if it is closer to 21 than yours. If you and the dealer have hands of the same value, then this is a ‘push’. In this event, you receive your original stake in full due to the tied game.

It’s worth noting that the dealer has very little say in how they play their hand. They must adhere to the house rules of standing on hard 17 and hitting on soft 17. Under no circumstances can they change tac and play their hand differently.

Available payouts at the blackjack tables

First and foremost, if you win a hand of live blackjack against the dealer’s hand, you will win a payout worth 1:1. If you bet €10, you’ll receive €10 in winnings, plus your €10 stake back.

It’s a little less straightforward for blackjacks. Some tables payout 6:5 for blackjack, while others will pay 3:2. The Las Vegas Convention Center (LVCC), a multibillion venue with a 70-year history and one of the world’s largest event spaces, is set to increase its rent rates.

This decision is is expected to generate an additional $5 million in yearly revenue for the Las Vegas Convention and Visitors Authority (LVCVA) by 2030. It was authorized this week by the Authority at a general meeting.

Starting from January 1, 2026, the LVCVA will implement a penny-per-year increase in the rent rates through to 2030. At present, the LVCVA charges 35 cents per square foot for each exhibit day. This rate will see an increment to 36 cents come January 1, 2026, and is projected to reach 40 cents per square foot by January 1, 2030.

These rate changes coincide with the ongoing $600 million renovation of the convention center’s North, Central, and South halls, which is set to complete in 2025.

The LVCVA, led by CEO Steve Hill, has recently overseen a boom in Las Vegas visitors, with record numbers of people flying through the city’s Harry Reid International Airport each month.

LVCVA’s Earnings and Client Communication

Despite the rent increase, the Authority says Las Vegas’ rates will remain more competitive than most major convention centers across the U.S.

A report presented at the meeting highlighted that the Convention Center’s lease rates hadn’t been adjusted in line with inflationary trends over previous years. It also said that appropriate lease rates are crucial for the construction, renovation, and operation of a top-tier convention facility.

The LVCVA has been renting out exhibition halls, meeting rooms, concourses, lobby spaces, and even parking lots to a variety of trade shows, conventions, and meetings for more than 50 years.

In the fiscal year 2023, the Authority took in $67 million from renting out these spaces.

This figure includes $35.6 million generated from exhibit halls, meeting rooms, and parking lot grounds. The remaining revenue was sourced from paid parking fees, food and beverage sales, data services, contractor services, and advertising. The LVCVA’s convention sales team has already informed many of its major customers about the impending rate changes.

Additional Developments

At the meeting LVCVA President and CEO Hill also updated board members on the ongoing sale of a 10-acre plot on the edge of the Convention Center site.

Previously occupied by the Riviera, developers Brett Torino of Las Vegas and New York’s Paul Kanavos are in the process of buying the land for $125 million.

Hill elaborated on challenges related to the fill dirt beneath the ground where the Riviera was imploded. This makes it unsuitable for the as-yet unrevealed project, according to Hill. The LVCVA is working with the potential buyers and construction firms on the problem, aiming to have a solution ready before the end of the year.

The Las Vegas Convention Center, with its 2.5 million-square-foot facility, has been a cornerstone for large-scale events in Sin City for decades.

Owned and operated by the LVCVA, a state agency established in 1955, the center has been pivotal in promoting Las Vegas as more than just a prime gambling destination. The LVCVA not only benefits from the hotel room occupancy tax levied on rooms within Clark County, but also from operating the Convention Center.

Earlier in 2023, the LVCVA voted for a significant pay rise for Hill, after record visitors to Nevada casino venues and Las Vegas throughout the year.

As well as a huge uptick in visitors, Sin City is also looking forward to hosting the Las Vegas Grand Prix in November. In February 2024, it will also welcome Super Bowl LVIII to the Las Vegas Raiders’ Allegiant Stadium.

So far, it looks like the 2022-23 fiscal year might have been the end of a pendulum swing for Indiana’s gambling industry. Through two months, Indiana casinos and sportsbooks have struggled to keep pace.

The gap isn’t massive, however, and it’s early in the current fiscal year. One aspect of the financial statistics points to an area where Indiana gaming entities could make up ground in the coming months.

August casino gambling numbers unremarkable, sports betting worse

There isn’t a lot of positive news to report about casino adjusted gross revenue (AGR) from poker, slots and table games in Indiana for August. The statewide total was down 5.7% compared to August 2022, for starters.

Only three of the 12 casino licensees saw individual annual improvements in their AGR and in all three cases, the upticks were quite negligible. The year-over-year revenue comparison is even less kind in terms of legal sports betting in Indiana.

August 2023’s total was 7.5% less than the same month in 2022. Books did fare well for the month in and of itself, however. They won almost 10% of the money wagered. That amount, incidentally, was almost identical to the amount that Indiana gambled on sports in August 2022.

The similarity of the money bet on sports in the annual comparison suggests that Indiana’s gambling industry could be in for some better months. With the Indianapolis Colts back in action alongside college football action at Indiana University and Notre Dame, the potential for greater sportsbook revenue lies ahead.

The sportsbooks will have to do some heavy lifting to turn the current fiscal year around, though.

How it started vs. how it’s going

Total AGR from all gambling (poker, slots, sports betting and table games) in August was down 5.9% over the same month last year.

However, comparing the last two months, including July Indiana gaming revenue, to the first two months of the 2022-23 fiscal year produces a kinder outlook.

The deviation in that comparison is statistically irrelevant although negative. Suffice it to say that licensed gambling in Indiana won’t close that gap moving forward if it continues on its present trajectory.

A reason to have some optimism there, though, is the popularity of parlay wagers on American football contests. Such bets tend to represent a high win percentage for sportsbooks because of the astronomical odds for bettors.

That might help shrink the gap in sportsbook revenue over the coming months. For certain, Indiana sportsbooks would love to see that.

Latex Balloons vs. Foil Balloons

There are two main types of balloons: latex balloons and foil balloons. Latex balloons are made from a natural rubber material, while foil balloons, also known as mylar balloons, are made from a thin layer of plastic coated with a layer of metallic foil.

Online gambling is already big business in Brazil, despite the absence of a fully regulated environment or licensing structure.

Surprisingly, while the industry awaits final regulatory approval on an online regulatory framework, Brazil still manages to generate over 20% of all global online gambling traffic.

Brazil’s lack of online gaming and gambling regulations means Brazilian gamblers are either using foreign gambling platforms, or Brazilian-owned platforms headquartered abroad. It is for this reason that the Brazilian authorities have introduced new regulations to help the Brazilian gambling market capture what is viewed as lost revenue (a projected $1.5 billion in 2023) and bring it back into the Brazilian economy.

History of Brazilian gambling regulation.

Gambling has enjoyed a long-standing place in the heart of Brazilian culture. Until the early 1940s, games of chance, like rolling dice, was a popular activity in Brazil until the then President introduced a blanket ban. The belief is that this was driven by his and his wife’s devout catholic views. 

This remained in place until the 1970s, when state-owned lotteries were permitted to run. In the mid-1980s, betting on horseracing was allowed, and in 1993, the Zico Act legalized commercial bingo and slot machines. However, the 1998 Pele Act (no relation to the football star) revoked commercialized bingo, leaving only non-commercial games permissible. 

The only game that has remained legal in the Brazilian gambling market is poker, which has always been regarded as a game of skill rather than chance. Even now, poker remains completely unregulated, however this is likely to change with upcoming regulations.
In 2015, alongside the passing of Law No. 13,155, virtual and land-based instant lotteries (sweepstakes) were created.

Discussions regarding the regulation of Brazilian sports betting regulations have been ongoing since 2018, when Congress authorized the federal government to regulate online sports betting. A four-year timeframe was set for the government to implement a licensing regime, which expired in 2022. It was then  decided that the regulatory regime should go through Parliament as a legislative bill, not as an emergency measure by the Ministry of Finance.

Further steps toward legalizing and maintaining a safe regulation of gambling in Brazil began in March 2023, with the formation of Associação Brasileira de Defesa da Integridade do Esporte (ABRADIE). ABRADIE is a not-for-profit company founded and run by a wide range of sports and gambling legislation experts to provide a safe and secure environment for those partaking in online gambling in Brazil. The organization’s mission is to ensure the new Brazilian gambling licensing structure protects all relevant parties from fraud and other nefarious practices that can run rampant through this particular industry.

The current legal framework.

The current legal framework regarding gambling laws in Brazil remains largely uncontrolled. The only legalized forms of gambling are through state-owned means such as lotteries, horse racing, or non-commercial bingo. 

Under current Brazilian gaming jurisdiction, poker, fantasy sports betting, and games of skill are legal but have no governing regulatory bodies and therefore offer no protection from fraud or other activities. 

In recent years, the increasing popularity of online gambling in Brazil has called into question the effectiveness and logic of the ban, as the existing laws did not cover the concept of online gambling.

In 2018, the first steps toward change were made when fixed-odds sports betting was legalized through state-controlled means, and in 2020, non-commercial bingo was legalized. Unlike games of chance, games of skill like Fantasy Sports betting are legal but completely  unregulated. Games of chance remain entirely illegal. However, the Brazilian gambling licensing structure will undergo a significant overhaul, alongside proposed gambling laws, overseen by ABRADIE.

The road to regulation: Brazilian gambling licensing.

Brazilian gambling regulations will add security and governance, and also, of course, permit the formation  of new domestic-based companies. In fact, one of the core factors driving the need for licensing is monetary. It is worth noting that Brazil’s surge in online gambling has coincided with the decline of the Brazilian economy, which has dropped from being the world’s 7th largest economy to the 13th  in just over a decade. 

By introducing gambling permits and online betting licenses in Brazil, the authorities aim to cash in on the immense tax revenue potential.

Online gambling in Brazil is expected to grow by around 20% by 2027. These optimistic projections reinforce the importance and need for online gambling regulations and licensing practices in Brazil.

Categories of gambling licenses in the Brazilian licensing structure.

There is not one specific  government agency that is responsible for issuing gambling licenses in Brazil. For example, the Secretariat for Competition Advocacy regulates lotteries and bingo events, while the Ministry of Agriculture regulates horse racing events. The formation of ABRADIE is the first step toward a comprehensive regulatory system that includes a comprehensive Brazilian gambling licensing structure.

The Ministry of Finance and ABRADIE will develop and regulate a licensing structure pending the finalization of the gambling regulations. This new structure will enforce gambling compliance and protect the industry from fraud and other illegal activities.

Eligibility and application process for Brazilian gambling licenses.

As there are currently no gambling licenses available in Brazil , there is no established eligibility criteria or application process. While the much-anticipated changes to the current laws will undoubtedly usher in new standards and application processes, nothing has been disclosed to hint at how this will work.

Compliance and regulatory standards.

A major challenge in opening up the Brazilian market to legalized gambling is to ensure the correct levels of compliance and protection are in place to keep everybody involved safe. While there are no such regulatory standards, the proposed Brazilian gambling licensing structure will be spearheaded by ABRADIE.

The key to establishing satisfactory regulatory compliance for Brazilian gambling will be to ensure that stringent fraud and anti-money laundering measures are in place. A vital part of this will be establishing strict and well-monitored checks for fraud protection and identity proofing.

Fees, taxation and revenue allocation.

While the Brazilian authorities currently enforce no taxation or revenue allocation requirements, the increasing likelihood of legislation changes has given rise to discussions on  taxation rates. These discussions are being led by the IBRJ (Brazil Institute for Responsible Gaming) who are calling for negotiations over the proposed high tax and license rates.

Below is the current proposed structure for licensed gambling operators by the Brazilian authorities. 

The rumored cost to obtain a gambling license will be BR$30 million (US$6.1 million) per operator for five years. Operators that wish to qualify for a Brazilian gambling license must be headquartered in Brazil and have a minimum capital of BR$100,000 (US$20,000) At this time, there is no further information on whether there will be different tiers of license, depending on the different online gambling offerings.

Operators within the online gambling sector will be taxed at 18% of Gross Gaming Revenue (GGR), of which 10% will go directly into Brazil’s social security budget. A sub-fund will be set up as part of the National Fund for Public Security, which will receive 2.55% of the total tax revenue. This fund will ensure correct and effective measures are set up to combat money laundering, match-fixing, and other illegal activities that could threaten those working in the Brazil gambling market. 

For players, a proposed tax levy of 30% will be placed on any winnings over BR$2,112 (US$430).

Challenges and controversies.

Changing a country’s gambling laws and introducing new regulations for an already multi-billion dollar industry is understandably not without challenges, concerns, and controversies. 

One of the core concerns is the social impact of introducing a regulated Brazilian gambling licensing structure. The safety of players should be paramount to the Brazilian authorities. While legalizing gambling will open up the sector to increased numbers of operators and customers, it will also result in increased risk of fraud, match-fixing, and other fraudulent activities that could cause irreparable harm. Ensuring due attention is paid to creating and enforcing safety rules, and responsible gambling measures must come first and foremost in operators’ plans. 

The economic boost created by gambling legislation in Brazil is understandably appealing for new and old operators alike. However, in the race to become licensed, it is important to strike a balance between maximizing profitability and ensuring the safety of all parties.

A Complete Roulette Glossary

American Roulette: A variant of roulette that features a double zero (00). The double zero sits next to the single zero on the betting board. This means there are 38 numbers in play and puts the house edge to 5.26%.

Backtrack: The outer section of the roulette wheel where the ball spins.

Biased Numbers: A section of numbers that is said to hit more frequently than is statistically likely. Biased numbers can be caused by an uneven or otherwise faulty wheel. Unless there is a software glitch, you’re unlikely to see biased numbers at an online roulette table.

Biased Wheel: An unevenly worn or faulty roulette wheel. In live roulette games, a biased wheel could cause certain numbers to hit more often than they otherwise would as it’s not spinning in an even, random manner.

Black Bet: An outside bet in live and online roulette. When you bet on black, you’ll win a 1:1 (even money) return on your money if any black number hits.

Bottom Track: The slanted inner rim of the roulette wheel that remains static during a spin. When the ball slows down, it slides from the backtrack and onto the bottom track before falling into a numbered pocket.

Carre: The French term for a corner bet.

Cheval: The French term for a split bet in land-based, online and live roulette.

Colonne: The French term for a column bet in roulette.

Column Bet: Like dozen bets, column bets allow you to cover 12 numbers with a single chip. There are three columns to choose from, and the payout on winning bets is 2:1.

Combination Bet: In general, a combination bet can be made with one or more chips and will cover two or more numbers. An example of a combination bet is a dozen, which covers 12 numbers in one section of the table.

Corner Bet: A single bet that covers four connected numbers. To make a corner bet, you must place a chip in the middle of a square of four numbers. This means you’re selecting all four numbers in the square. The payout for a corner bet in live or online roulette is 8:1.

Dealer: The person in control of a game, also called a croupier. When you play roulette, the dealer will be present and actively control the game. When you play roulette online, the game will be controlled by a random number generator (RNG).

Dozen Bet: A single bet that covers 12 numbers in one section of the table. Dozen bets are split into three sections: 1st (numbers 1-12), 2nd (numbers 13-24) and 3rd (numbers 25-36). Zero isn’t included in a dozen bet. If any number in your dozen hits, the payout is 2:1.

Double Zero: In American Roulette, double zero (00) is the additional number on the wheel.

En Plein: The French term for a straight-up bet in online and live roulette.

En Prison: A rule common in French Roulette, en prison literally means “in prison”. This rule applies to even money bets and allows you to either take back half your stake when zero hits or leave it “imprisoned” for the next spin. You’re choosing to either get a 50% rebate on a losing bet or keep your stake for the next bet.

European Roulette: The most common form of online and live roulette in the majority of casinos. This game is the older cousin of American Roulette. The main difference between the two variants is that European Roulette doesn’t feature the double zero. Because of this, it has one less number in play than its American counterpart. In total, there are 37 numbers in European Roulette, with a maximum payout of 35:1. The house edge is 2.70%.

Even Money: This term refers to a 1:1 payout. In other words, you win the same amount that you staked. For example, if you stake €1 and win, your total return will be your €1 stake back + €1 profit.

Five-Number Bet: This is a single bet that allows you to cover five specific numbers: 00, 0, 1, 2 and 3. If you win with this bet, your return will be 6:1.

High Bet: This is an outside bet in live and online roulette. When you bet on “high”, you’ll cover all numbers between 19-36. If you win, the return is 1:1 (even money).

House Edge: This term refers to the advantage the house (casino) has in any given situation. The house edge in roulette is created by a difference in the odds of any bet winning and the payout you receive. For example, the payout for a straight-up bet is 35:1. However, in European Roulette, there are 37 numbers on the table. This discrepancy (37:1 vs. 35:1) is where the casino gets its advantage. 

Inside Bet: Any bet made within the inner section of the table is known as an inside bet. Inside bets can be straight up or a combination of splits.

La Partage: When you play French roulette online or live, La Partage is a special rule that allows you to receive 50% of your stake back on even money bets. When it applies, if you make an even-money bet and the ball lands on zero, you’ll get half of your money back. This is similar to the En Prison. However, you don’t have the option to let your bet ride on the next spin with La Partage.

Line Bet: Also known as a six-line bet, this option allows you to cover six numbers (two rows of three) with a single wager. To make this bet, you split both rows with a single chip. The chip must be placed at the nearside end of the rows. The payout on this bet is 5:1. 

Marker: In live roulette, a marker, also called a ‘dolly’, is a small implement used to mark the winning number. When the round is over, the dealer will place a marker on the winning number and clear away all losing bets from the roulette table before paying out the winners.

Neighbours: In roulette, neighbours are numbers found next to/near each other on the wheel. These have relevance to certain types of bets, such as Orphelins.

Orphans: A type of bet that allows you to cover the numbers 6, 34 and 17 with a single wager.

Orphelins: A French term that refers to the process of betting on neighbours (numbers that sit near each other on the wheel). By betting on “neighbour” numbers (i.e. orphelins), it allows you to cover groups of numbers with fewer bets.

Outside Bets: Any bet outside of the inner table. Outside bets offer lower returns than inside bets. In roulette, the inner board is any betting option contained without the main, rectangular betting area. The inner board is where the individual numbers sit. 

Pockets: These are the slots where the ball lands on a roulette wheel.

Random Number Generator (RNG): When you play roulette online, the outcome is determined by a computer program known as an RNG. An RNG uses mathematics to generate random results. This allows online casinos to offer games that are as fair as their live counterparts.

Red Bet: An outside bet in live and online roulette. When you bet on red, you’ll win a 1:1 (even money) return on your money if any red number hits.

Sixainne: The French term for a line bet.

Split: A bet that covers two adjacent numbers. The bet is known as a split because you’re literally splitting the chip by placing it on the line between the two numbers. The payout for a winning split bet in roulette is 17:1.

Straight Up: A bet on a single number is known as straight up. The payout on winning straight up bets in roulette is 35:1.

Street: Similar to a line bet, a street bet allows you to cover three numbers in a row with a single bet. To make a street bet, you need to place a chip on the nearside end of a row. The payout for a winning street bet in roulette is 11:1.

Tiers Du Cylindre: Another neighbours bet in French Roulette, tiers du cylindre covers a third of the wheel. This bet requires you to cover 12 numbers with split bets. To make it, you split the following pairs: 5-8, 10-11, 13-16, 23-24, 27-30, and 33-36. The payout on this bet is 17:1, as any win will be a split bet.

Transversale: The French term for a street bet.

Trio Bet: Another term for a street bet in live and online roulette.

Voisins du Zero: A neighbours bet that’s popular in French Roulette. Voisins du zero translates as “neighbours of zero” and sees you cover the 17 numbers that flank zero on the wheel. You have to cover all 17 numbers with nine bets. You do that in the following way:

• Two chips on the 0-2-3 trio
• One chip on the 4-7 split
• One chip on the 12-15 split
